Executive Summary - AlliantĘs senior executives have been involved in the Low Income Housing Tax Credit program from its earliest days.

Alliant believes that successful investment in affordable housing requires the hands-on involvement of professionals with extensive real estate experience.

Accordingly, the Alliant principals personally supervise all aspects of the investment to create unique investment opportunities with diversification by geographic location, property type, financing, and developer.

With offices in seven states and a dedicated and growing team of experienced and well-trained real estate and tax professionals, Alliant and its team of seasoned management is formidably equipped to provide the highest level of fully-integrated and diversified real estate investment support and services.

Sidney Kohl is a co-founder of Alliant and the Chairman of the Board of Directors of Alliant, Inc., a Florida corporation and the general partner of Alliant (the “Manager”). He has an extensive and successful background in the real estate industry. He and several members of his family developed Wisconsin’s largest food and department store chain in the 1960’s. Mr. Kohl served that company as President and then Chairman of the Board of Directors until it was sold in 1972. Additionally, Mr. Kohl was the developer and managing partner of two large regional malls, a portfolio of office and commercial space in excess of four million square feet and several thousand residential units. Mr. Kohl has served on many civic boards and is an active supporter of several Palm Beach civic and charitable organizations. He has degrees from the University of Wisconsin and Harvard Law School.

Shawn Horwitz is the President of the Manager and a co-founder of Alliant. From 1990 to 1997, Mr. Horwitz was employed by a nationally recognized tax credit syndication firm as its Executive Vice President and Chief Financial Officer where he was responsible for the financial affairs of the company and its affiliates. Additionally, he was integrally involved in raising of equity, the acquisition process and the day-to-day running of the company. From 1984 to 1989, Mr. Horwitz was employed in the Chicago office of Altschuler, Melvoin & Glasser as Senior Manager in the real estate industry group. From 1981 to 1984, he was employed as an auditor by Arthur Young & Co. Mr. Horwitz received his Bachelor of Commerce degree in Accounting from Rhodes University in South Africa. He is a member of the American Institute of Certified Public Accountants.

Scott Kotick is the Executive Vice President of the Manager and a co-founder of Alliant. Mr. Kotick is responsible for identifying, structuring and acquiring properties. From 1992 to 1997, Mr. Kotick was the Director of Acquisitions for a nationally recognized tax credit syndication firm. From 1987 to 1991, Mr. Kotick was the Director of Acquisitions for M.P.I. Inc., a private multi-family firm in Beverly Hills, California. From 1976 to 1986, he was involved in the real estate consulting and tax consulting fields, including the international accounting firm of Arthur Andersen. He is a frequent speaker for various national affordable housing seminars and conferences. Mr. Kotick received his Bachelor of Science degree from Florida State University.

James Jenkins is a Vice President of the Manager and consultant to Alliant. From 1986 to 1990, he was Vice President and Chief Financial Officer of Concord Capital Group, an investment firm with investments in real estate and securities. From 1981 to 1986, Mr. Jenkins was Vice President and Chief Financial Officer of Orca Investment Company, a privately held real estate development firm. Mr. Jenkins has a Bachelor of Science degree from the University of Virginia and is a member of the Florida Institute of Certified Public Accountants.

Brian Goldberg is the Senior Vice President and Chief Financial Officer of Alliant Asset Management Co., LLC (“AAMC”). He is responsible for the financial affairs of the Company and its affiliates. From 1990 to 1997, he was employed as the Chief Financial Officer of a large real estate investment company that developed and managed residential and commercial real estate throughout the United States. From 1985 to 1990, he was employed by Arthur Andersen in the Enterprise Group. Mr. Goldberg received his Bachelor of Science degree in Accounting from the University of Denver. He is a member of the American Institute of Certified Public Accountants.

Anthony G. Palaigos is the Senior Vice President/General Counsel of AAMC. Prior to joining Alliant, Mr. Palaigos was Director of Tax Credit Investments/Affordable Housing Finance for Ocwen Financial Corporation/Ocwen Federal Bank FSB from 1994 through March 1999. Between 1984 and 1994, he practiced law at various law firms, including Shea & Gould, New York, New York, where he was of counsel, Serchuck & Zelermyer, White Plains, New York, where he was a real estate partner, and Miles & Stockbridge, Baltimore, Maryland, in an associate capacity in its public finance department. Mr. Palaigos has over 15 years of varied experience in real estate conveyancing, development and finance, including experience in tax credit investments and bond transactions. Mr. Palaigos has a Bachelor of Arts degree from Columbia College and a Juris Doctor degree from Columbia University School of Law, and is admitted to practice law in the states of New York, Florida and Maryland (inactive).

William S. Smolen is the Senior Vice President of Construction for AAMC. Prior to joining Alliant, Mr. Smolen was the Senior Vice President of Community Development at a large real estate development company for sixteen years. He was responsible for the daily management of all land development, engineering, entitlement processing, zoning, subdivision, government relations and community liaison work. Prior to that, Mr. Smolen was Senior Project Manager and Director of Motel Construction, involved in the development and construction of approximately 4,000 motel units throughout the western United States. Mr. Smolen has over 23 years of varied experience in the real estate industry. He is a graduate of Purdue University in Civil Engineering, a licensed general building contractor, member and former president of the Residential Purchasing Council of Southern California and currently sits on the Affordable Housing Committees of the City of Los Angeles.

Carl L. Wise is a Senior Vice President of AAMC. Mr. Wise has twenty years of extensive experience in financing, acquisition, development, management and syndication of real estate. From 1990 until 2002, Mr. Wise was Senior Managing Director, Real Estate Equity for DaimlerChrysler Capital Services. In this position he was responsible for investment, development, management and syndication of income-producing real estate, including low and moderate-income rental housing throughout the United States and Europe. He also served on DaimlerChrysler Capital¬s Board of Directors for ten years and was a member of DaimlerChrysler Capital¬s credit committee. In addition, Mr. Wise served on the Board of Governors of the Affordable Housing Investors Council from 1995 to 2002. Prior to 1990, Mr. Wise practiced real estate law with Stroock & Stroock & Lavan in New York City. He is a graduate of University of Massachusetts with a Bachelor of Arts degree and New York Law School with a Juris Doctor degree.

Jong Limb is the President of the Alliant Newport Division based in Mission Viejo, California. Mr. Limb has been involved with the tax credit industry since 1988, serving as President for one of the largest direct corporate tax credit investment programs in the Country. Mr. Limb formed Newport in 1998, sourcing tax credit investments on behalf of institutional investors and providing consulting services for developers of affordable housing projects. Prior to 1988, Mr. Limb was an investment analyst for San Diego Gas and Electric with responsibilities over their pension investments. Mr. Limb has a Bachelor degree in Accounting and Economics from New York University and an MBA with an emphasis in Finance from the University of San Diego.

Monique Hastings is a Vice President of the Alliant Newport Division, responsible for the investment execution process including due diligence, negotiation and final closing of the investment transactions. Ms. Hastings is a co-founder of Newport. She previously was a Director of Property Investment and Asset Management for a national direct tax credit investment program where she managed their East Coast office and presided over $200 million of equity closings and oversaw the asset management of over 16,000 units. Prior to 1993, Ms. Hastings was a Property Development Manager for an electric utility land subsidiary. She also spent four years in public accounting. Ms. Hastings has a Bachelor of Arts degree in Business Administration with an emphasis in Accounting from California State University, Fullerton.

Warren I. Harrison is a Senior Vice President and Director of Asset Management of AAMC. He is responsible for the daily oversight of the Alliant Asset Management Group. From 1994 through 2001, he served as Senior Vice President and Director of Asset Management for a nationally recognized syndication company. Prior to that, Mr. Harrison was employed by HomeFed Bank and First Los Angeles Bank, where he served as a Branch Manager and Real Estate Loan Portfolio Manager, respectively. Mr. Harrison received his Bachelor of Arts degree in Economics from the University of California at Los Angeles, is a licensed California real estate broker, and has received the Certified Tax Credit Compliance professional designation.

Josefina De La Cruz is the Human Resources Manager for AAMC. Ms. De La Cruz has over 15 years of expertise in the human resources field, specializing in the real estate and aviation.

Brian Doran is the Senior Vice President of Real Estate Investments of AAMC. He has over 20 years of experience in the acquisition, restructuring and recapitalization of real estate debt and equity interests, workouts, bankruptcy, development, financing and sales. From 2001 through 2003, Mr. Doran was Executive Vice President of a Texas-based multifamily construction and development company. He was retained to execute a company turnaround, and while successfully doing so, also developed several luxury apartment communities. From 1991 until 2001, Mr. Doran was a founder and partner of Montford Companies, a Park City, Utah-based real estate investment firm. Mr. Doran was responsible for acquiring and restructuring debt and equity positions, and for formulating and executing investment exit strategies relating to more than 15,000 multifamily units and 4,000,000 s.f. of commercial properties. Prior to 1991, Mr. Doran was a senior officer of a REIT manager and an officer of Mellon Bank. He is a graduate of Texas A&M University with degrees in Finance and Accounting.

Jeffrey Weiss is a Senior Vice President of AAMC. Prior to joining Alliant, Mr. Weiss was Senior Vice President, Investor Relations for a nationally recognized tax credit syndication and development firm from 1997 through January 2006. In this position he was responsible for the oversight of all tax credit syndication and asset management activities. Prior to 1997, Mr. Weiss was a financial development officer with the City of Los Angeles Housing Department. In this capacity, he was responsible for coordinating the Department's new and existing bond issues and performing initial feasibility analyses on proposed projects. Mr. Weiss earned his Bachelor of Science degree in real estate from San Diego State University, a Master's degree in real estate development from the University of Southern California, and a Juris Doctor degree from Southwestern University School of Law. Mr. Weiss is admitted to practice law in California. Since 1996, Mr. Weiss has served as a guest lecturer at the USC School of Public Policy, where he instructs graduate students in real estate finance, feasibility analysis, and affordable housing.

Craig Thomas is a Vice President in AAMC’s Acquisitions Group. Prior to joining Alliant, Mr. Thomas was a tax and securities partner in two nationally recognized law firms located in the Midwest and Washington, D.C. working exclusively on affordable housing tax-exempt bond and tax credit transactions. In these positions, Mr. Thomas represented investment banks, state housing agencies, and for-profit and non-profit borrowers in connection with financing programs designed to support affordable housing efforts throughout the United States. In 1991, Mr. Thomas worked in the office of General Counsel for a banking subcommittee in the U.S. House of Representatives. Mr. Thomas is also a Certified Public Accountant (non-practicing) and he worked for Ernst & Young as a tax consultant in its National Tax Office from 1988 to 1990. Mr. Thomas attended the University of Akron earning a Bachelor of Science in Accounting and attended the George Washington University National Law Center earning a Juris Doctor degree.
