Additionally, he was integrally involved in the raising of equity, the acquisition process and the day-to-day running of the company. From 1984 to 1989, Mr. Horwitz was employed in the Chicago office of Altschuler, Melvoin & Glasser as Senior Manager in the real estate industry group. From 1981 to 1984, he was employed as an auditor by Arthur Young & Co.
Mr. Horwitz received his Bachelor of Commerce degree in Accounting from Rhodes University in South Africa. He is a member of the American Institute of Certified Public Accountants.
Brian Goldberg is the President of Alliant Capital, Ltd. Mr. Goldberg began his employment with Alliant in 1997 where his initial responsibility was overseeing the financial affairs of the Company and its affiliates.
In January 2010, he received a promotion to his current title. From 1990 to 1997, he was employed as the Chief Financial Officer of a large real estate investment company that developed and managed residential and commercial real estate throughout the United States. From 1985 to 1990, he was employed by Arthur Andersen in the Enterprise Group.
Mr. Goldberg received his Bachelor of Science degree in Accounting from the University of Denver. He is a member of the American Institute of Certified Public Accountants.
Executive Vice President
Dudley Benoit is Alliant’s Executive Vice President. Mr. Benoit is responsible for the LIHTC production teams of Originations and Investor Relations, and setting and implementing company strategy as a member of Alliant’s Executive Committee. He has over 20 years of experience in the community development and real estate finance fields.
Prior to joining Alliant, Mr. Benoit worked at Santander Bank as a Senior Vice President and Director of Community Development Finance. He also held senior management positions at JPMorgan Chase in the commercial real estate multifamily lending, community development banking and the New Markets Tax Credit units. He serves on the Board of Reinvestment Fund.
A graduate of Rutgers University, Mr. Benoit also holds a Master of Public Policy from the University of Michigan’s Gerald R. Ford School of Public Policy and a Master of Business Administration from Columbia University.
Kathleen Balderrama is Alliant Capital’s General Counsel. She has fourteen years of experience in complex business litigation, including affordable housing, real estate, and securities litigation.
Before joining Alliant, Ms. Balderrama practiced at international law firms, Mayer Brown LLP and Crowell & Moring LLP.
Ms. Balderrama obtained her Juris Doctorate from Loyola Law School of Los Angeles, where she graduated as valedictorian, and her Bachelor of Arts from Loyola Marymount University.
Chief Financial Officer
Charles Allen is the Chief Financial Officer at Alliant. Mr. Allen is responsible for the financial affairs of the Company and its affiliates.
Mr. Allen first joined Alliant in 2010 as Controller of the solar energy division. Prior to assuming his current role, Mr. Allen was Managing Director of Alliant Strategic Investments where he was jointly responsible for the acquisition and management of the firm’s affordable housing preservation investments.
Jen Erixon is Alliant’s Senior Vice President of Originations. With nearly 20 years of experience in affordable housing finance and development, Ms. Erixon has structured, negotiated, and closed more than $1B in LIHTC investments.
Ms. Erixon has held previous leadership roles in underwriting, investor sales and originations for two national LIHTC syndicators.
She received a Bachelor of Arts in Political Science from the University of Colorado Denver.
D Mark Livingston
D Mark Livingston is the SVP, Acquisitions. He assumed this role in November, 2019 and will be responsible for oversight of Alliant’s acquisitions and underwriting team and processes.
Prior to his appointment, Mr. Livingston served as Alliant’s SVP, Asset Management. He has extensive experience in multiple areas of the LIHTC industry including investor relations, development and syndication in addition to acquisitions and asset management.

Matthew Breiner has been with Alliant for nearly a decade, and has worked in multiple senior roles at some of the nation’s largest land development and home-building firms throughout his career.
During his tenure as a Construction Project Manager at Alliant, he has been responsible for overseeing the construction and rehabilitation of over 16,000 apartment units with a total construction value of approximately $1.7 billion, and has collaborated with our Joint Venture Development Partners to deliver over 3,000 apartment units with a construction value of over $450 million.
SVP, Investor Relations
Drew Foster is the Senior Vice President of Investor Relations, responsible for managing our investor relationships and assisting in the development of equity placement strategies. Drew has nearly two decades of experience in real estate investing, he has participated in the acquisition, capital raise and syndication of more than $1 billion in tax credit investments nationwide.
Prior to joining Alliant, he was Director of Acquisitions at Red Stone Equity Partners; responsible for managing developer and investor relationships throughout the Northeast, Gulf Region and lower Midwest. During his nine years at Red Stone, he played an integral role in the company’s regional growth and worked closely with the underwriting, asset management and investor relations teams. Prior to his time at Red Stone, Drew held positions at Raymond James Tax Credit Funds, Telesis Corporation, a Washington D.C. based affordable housing developer, and Centerline Capital Group.
